Terms of Clearance: The information collection request (ICR) is not approved because it fails to demonstrate that the information collection requirements are the least burdensome necessary for the proper function of the corrective action program. In particular, the ICR fails to address the burdens and costs of monitoring imposed by the information collection. In addition, OMB is concerned with the frequency of monitoring and the number of monitoring sites which will be required. EPA shall evaluate the practical utility of these monitoring requirements. Upon submission of the final ICR, the agency shall include a more detailed explanation of how the number of respondents and the individual response burdens were estimated. The agency should also articulate the criteria which will require the owner or operator of a facility to provide information and demonstrate that it is the least burdensome necessary.
