OMB approves this information collection as amended by ED's memos to OMB of 10/1/90 and 10/29/90. In addition, ED has agreed to meet th following conditions: o Inferences drawn from examining "synthetic cohorts" of youths acro Waves 1 and 2 should not be based on econometric estimations, but rath on analysis of tabular presentations of raw data. o ED continues all efforts to maximize response rates. o ED submits to OMB: 1) the employment agreement that school based data collectors sign with SRI, the contractor, and 2) the cover letter accompanying the mail survey to parents, reminding respondents of prio unsuccessful attempts to reach them at home. o ED submits to OMB an example of the cover letters reiterating that participation in the study is voluntary. o Data collected through Qs. 13-15 of the Survey of Hearing-Impaired youth who are out of school, and Qs. 14-16 of the companion survey for in-school youth, should be presented in an aggregate descriptive manne only since the questions ask for subjective responses. In addition, Q Qs. 27 of the out of school survey and 28 of the in school survey shou be deleted since they repeat information contained in related question o ED submits to OMB the revised Q. A6 of the School Program survey. o ED folds Section F of the School Program survey into Section B, making the instrument more coherent for respondents.

AFFECTED PUBLIC ARE PARENTS AND YOUTH WHO HAVE ALREADY PARTICIPATED IN ONE DATA COLLECTION AND A TEACHER AT THEIR SECONDARY SCHOOL.
