this information collection as amended by ED's 11/1/ memorandum to
OMB. In addition, ED has agreed to the following terms: o As this
study does not intend to evaluate program outcomes, nor is it
adequate to do so, ED should include the following or a similar
caveat in any publicly released reports or other correspondence of
stu findings: "This study does not evaluate student outcomes in
this program, and its results should not be used to develop policy
where objectives emphasize outcomes. The data relate primarily to
program operations and service inputs." If ED opts not to attach
this caveat, it should title the effort as a "study" or "survey",
not an evaluation o ED should delete Q. 58 of the Local Program
Mail Questionnaire, which duplicates information collected through
Q. 59. o ED should amend the new question regarding student
placement, to request numbers of refugee youth placed in each of
the five categories if such information is readily available.
Revised questions should be sent to OMB as soon as possible.
