This ICR is not
an emergency under the provisions of 5 CFR 1320.18 because it is
not a response to potential public harm, an unanticipated event, or
a legal deadline. Therefore, it was not reviewed under emergency
procedures. However, we did review it on an expedited basis and
have approved this ICR until the end of November. If FERC wants to
continue to collect the information contained in this ICR past that
time period, they should resubmit the package for standard
clearance under the Paperwork Reduction Act. The submission should
include an SF-83, complete with a of justification. FERC should
ensure that the submission meets the criteria in 5 CRF 1320.4(b).
FERC must also issue a Federal Register notice the the ICR is at
OMB for review so that the public may comment on the collection. In
addition, FERC shall provide analysis of all comments on the notice
which pertain to the paperwork requirements. Following normal
procedures, as described in 5 CFR 1320.14, we will th act on FERC's
request.

THE INTERIM RULE IN DOCKET NO. RM90-14
REQUIRES NATURAL GAS PIPELINES TO PROVIDE AT LEAST 30 DAYS NOTICE
TO THE COMMISSION PRIOR TO REPLACIN CERTAIN FACILITIES OR THE
CONSTRUCTION OF FACILITIES PURSUANT TO SECTION 311 OF THE
NGPA.
