Terms of Clearance: Pursuant to the Paperwork Reduction Act and OMB regulations at 5 CFR 1320, OMB cannot approve this collection of information. EPA has not adequately demonstrated that the proposed information requirements are the least burdensome necessary to achieve agency objectives or that they all have practical utility. Before EPA resubmits this ICR, care should be taken to discuss fully the information requirements associated with the reformulated gasoline provisions (i.e., what will it take to certify a fuel). In addition, EPA should explain why it is necessary for sources subject to the 6 percent annual emission reduction requriement to project future emission levels and control strategies. EPA should also describe in much greater detail the data requirements associated with the proposed emission trading provisions. Finally, as a general comment, EPA should describe in greater detail the information required of "all" the proposed FIP controls.
