limitations of volunteer data forms as sources for non-respondent
information. These forms are, as ACTION notes in its SF-83
Supporting Statement, uncertain as to their accuracy. o ACTION
should make all possible efforts to maximize response rates In
addition, ACTION should understand that sampling the universe of
volunteers in this program will not resolve issues of response
bias. o ACTION should recognize that problems arising through
measurement error will not be resolved through surveying the
universe of volunteer in this program. Rather, ACTION should make
all efforts to minimize the error introduced in collecting data on
this population, and should apply the appropriate statistical
correction if this still poses a significant problem.
