We have approved
this one-time supplement to the January 1991 Current Population
Survey with the following conditions: 1) ETA shall in the future
consider whether the CPS is the proper instrument by which to gain
information about its target groups: youth and unskilled adults. It
seems likely that these target groups will be under-represented in
such a survey, especially when questions about job-related training
ar included. Many in these groups have had difficulty in finding
any job. 2) ETA shall in the future fully assess the value of these
types of questions. Even if these questions were asked in a
stand-alone survey, their perceptual nature would weaken the
validity of the resulting information. Questions such as these do
not answer important questions such as "What types of training do
workers (especially unskilled ones) really need to improve their
employability and productivity?" Question such as these do not
highlight critical labor force needs and do not assess the
potential productivity gains resulting from more training, a key
issue in determining federal policy toward job training. 3) ETA
shall preface its reported results from this survey with a note
that these data are based on respondents' perceptions of necessary
skills. Results therefore are not reliable estimators of what
skills and training are actually required for certain
occupations.

THE JANUARY 1991 JOB TRAINING
SUPPLEMENT WILL COLLECT DATA WHICH WILL USED TO ASSESS BOTH THE
EXTENT OF JOB-RELATED TRAINING RECEIVED BY INDIVIDUALS IN THE
WORKFORCE AND THEIR TRAINING NEEDS.
