Terms of Clearance: OMB approves this information collection, as amended by ED's 11/27/90 memorandum to OMB. In addition, ED has agreed to the followi conditions, to address the problem of inadequate graduate sampling: o ED should develop a list of as many Title VII Training program participants as possible. Assuming that this list exceeds 2,000 individuals, ED should sample graduates by year of graduation, oversampling as necessary to achieve sufficient coverage in the years prior to 1988. o ED should continue all efforts to develop more comprehensive recor of program participation. With this information, as well as any data collected through this survey, ED should conduct the most accurate analysis possible as to the areas in which this sample may introduce biased results. Upon the next evaluation of this program, ED should report to OMB on this analysis, as well as on the status of program recordkeeping requirements. o The incomplete nature of the data collected through this study should be discussed as a caveat to any reports that ED develops as a result of the evaluation.
