Abstract: THE REPORT IS SUBMITTED BY THE MORTGAGOR CERTIFYING TO ITS ACTUAL COST OF DEVELOPMENT IN ORDER TO MAKE AN INFORMED DETERMINATION OF MORTGAGE INSURANCE ACCEPTABILITY TO PREVENT WINDFALL PROFITS. ITS USE PROVIDES A BASE FOR EVALUATING HOUSING PROGRAMS, LABOR COSTS, AND PHYSICAL IMPROVEMENTS IN CONNECTION WITH THE CONSTRUCTION OF MULTIFAMILY HOUSING. AUTHORITY FOR THIS REPORT IS THE NATIONAL HOUSING ACT (P.L. 479, 48 STAT. 1246, 12 USC 1701, ET SEQ).
