We have approved
this one-time survey which proposes to gauge the effectiveness of
the Trade Adjustment Act Assistance Program. We do, though, have
several concerns of which ETA should remain aware. 1) ETA should
use, to the extent possible, EDWAA administrative data to supp
lement the control group survey data. These workers are likely to
be the most similar to the TAA recipients being studied and
therefore wil serve as a check on the survey's control group data.
2) ETA should tak all feasible steps to heighten the precision of
its estimates of earnings differentials due to training.

X 'JOB TRAINING, UNEMPLOYMENT
INSURANCE, CONTRACT EVALUATION' 4500 RECIPIENTS OF BENEFITS UNDER
THE TRADE ADJUSTMENT ASSISTANCE PROHRAM, AND, FOR COMPARISON,
UNEMPLOYMENT COMPENSATION WILL BE INTERVIEWED. THE DATA WILL BE
USED TO PROVIDE INFORMATION ON THE LABO MARKET IMPACT OF
