Pursuant to the Paperwork Reduction Act, we have approved this study o Youth Employment Competencies in the JTPA program. Based upon our review, we note that the study will not assess the "quality" of these programs per se, but rather will seek to determine the extent to which certain "model" managerial and programmatic guidelineshave been adopted. Because the characteristics of "quality" programs are difficult to agree upon, it is difficult to have any central measure of the "best" or "model" programs. This study will therefore not measu the relative successfulness or deficiency of various programs. Results of this study shall only be used to tailor better technical assistance for the SDAs, not to stimulate new rulemaking actions. Also, conclusio from this study shall not be used to substantiate the need for a national youth competency standard. As a sidebar, we note that the agency should work with OMB earlier in the process of developing such such "quality" studies in an effort to improve the final product and t make the formal PRA review process more efficient for all parties.
