request, as amended by ED's 12/7/90 memorandum OMB. As ED has
agreed, OMB does not approve the site visit component this time,
due to concerns over the generalizability of these data. O and ED
will discuss these concerns, after which time ED may resubmit t
site visit component for separate clearance. In addition, ED should
add the skip instruction in Q. F1 of the telephone survey (skip to
F3) to the third and fourth response options as well as the
second.
