This ICR
requests renewal of the "Technical and Financial Reports Submitted
in Accordance with Contract Requirements" and seeks approval of the
Monthly Reporting Requirements proposed on June 15, 1990. OMB is
approving the renewal for three years, but not approving the
proposed new reporting requirements (20,952 hrs.) because EPA
failed t follow the proceedures in 5 CFR 1320.13. EPA must submit a
separate I for these provisions at the time of the final
rulemaking. In addition EPA shall not state in the preamble of
proposed rules that the information requirements have been approved
by OMB unless specific authorization has been given (i.e. generic
clearances for a program).

AGENCY CONTRACTORS WHO HAVE A
COST-REIMBURSABLE, TIME AND MATERIAL, LABOR HOU OR INDEFINITE
QUANTITY FIXED LABOR RATE CONTRACT WILL REPORT FINANCIAL AND
TECHNICAL PROGRESS MADE UNDER THE CONTRACT. THEY WILL SUBMIT
REPORTS MONTHLY. EPA WILL USE THIS INFORMATION TO MONITOR THE
