Terms of Clearance: We accept the stated objectives of this collection, but several issues must be resolved before it can be approved. 1) The survey method must include a weighting scheme which uses a uniform measure for all respondents, and which permits reliable inference about the entire population. The Energy Information Administration should be consulted to determine the availability of weighting data, e.g., electrical production, that would limit the effects of nonresponse bias. 2) Steps should be taken to eliminate duplicate questionnaires sent to the same organization. 3) All versions of the questionnaire must be submitted to OMB with the SF83. The justification statement must include complete details about the sampling methods and expected response rate, the potential respondents consulted in pre-test phases, the results of pre-test consultations, the method of survey--whether in person, by phone, or by mail, and the statistical consultants who aided in the survey design.
