Terms of Clearance: The agency failed to submit this collection of information to OMB on or before the date of publication in the FEDERAL REGISTER (as required in 5 CFR 1320.13(b)). Therefore, OMB comments included herein are for agency guidance only. OMB shall review the paperwork requirements in the final rule in their entirety when submitted for review. When submitted for PRA review, OHDS shall place the OMB comment number 0980-0222 in item 20 on the SF83. OMB is not providing an approval number at this time. ********* OHDS shall ensure that the data required are the least burdensome and necessary for the proper performance of the agency's functions. OHDS shall seek to minimize the cost of collecting, processing, and using the information without disproportionately shifting the costs to the public. OHDS shall provide an up-to-date analysis of the annualized cost to the Federal government and to respondents for this collection (including a description of the methods used to estimate costs). OHDS shall also determine whether all of the data are available to the States and the extent to which the proposed new system requires States to maintain or provide information in a format other than that in which the information is currently maintained.
