Terms of Clearance: This information collection request is approved subject to the Following: ED should work with HHS to develop background questionnaire data elements for family vs. household income (F5-F7) and disability (B12-B16) in the main study. ED should delete the term "African American" from the racial categories in Q.F9 OMB Directive 15 establishes the category as "Black". ED should use the $35 upper level incentive. Any decision on the use of a payment incentive and the level of payment for the full survey must be strongly supported by the results of the experiment and an analysis of the cost implications.

Abstract: CONGRESS HAS MANDATED THE DETERMINATION OF THE LITERACY LEVELS OF ADUL IN THE NATION. THE FIELD TEST FOR THE NATIONAL ADULT LITERACY SURVEY WILL BE CONDUCTED IN 1991, WITH THE MAIN SURVEY BEING CONDUCTED IN 199 THE PURPOSES OF THE FIELD TEST ARE TO TRY OUT BACKGROUND QUESTIONS AND SIMULATION TASKS, TO EXPERIMENT WITH DIFFERENT RESPONDENT INCENTIVES, AND TO TRY OUT ADMINISTRATIVE PROCEDURES.
