DATA ARE USED TO CREATE SAMPLING FRAMES, CONDUCT INSTITUTIONAL RESEARCH AND CARRY OUT MANDATES FOR THE BUREAU OF THE CENSUS, OFFICE FOR CIVIL RIGHTS, AND NCES.
