OMB approves
this information collection request, as amended by ED's memoranda
to OMB of 12/3/90 and 1/31/91. In addition, we repeat the terms of
clearance attached to the first study in this series, noting that
the value of the study with respect to gaining information and
developing appropriate hypotheses does not extend to drawing polic
conclusions for Chapter 1 preschool service delivery as a whole
(with respect to cause and effect for specific outcomes). OMB cites
this limitation because the Chapter 1 substudy does not employ
control or comparison groups to determine whether child development
is truly affected by in-program experiences, rather than b
extraneous factors. Moreover, the study does not select a random
samp of children to be observed, but rather carefully chooses
school districts and programs to maximize variability.
