Abstract: TEST CRITERIA AND PERFORMANCE STANDARDS ESTABLISHED FOR NON-BULK PACKAGING MANUFACTURERS TO ASSURE TRANSPORTATION SAFETY OF HAZARDOUS MATERIALS. THE DEPARTMENT USES THESE REQUIREMENTS TO DETERMINE WHETHER SHIPPERS ARE SHARING RESPONSIBILITY WITH MANUFACTURERS TO THE DEGREE THAT THEY COOPERATIVELY DEVELOP SAFETY IN TRANSPORT THROUGH PERFORMANCE-ORIENTED PACKAGING.
