Abstract: PERSONS WHO PROVIDE THE COMMISSION WITH INFORMATION THAT A CURRENT LICENSEE IS VIOLATING CERTAIN RULES WOULD BE GRANTED A LICENSING PREFERENCE FOR ANY CHANNELS RECOVERED AS A RESULT OF THAT INFORMATION. THIS WILL AID THE COMMISSION'S COMPLIANCE PROGRAM AND MAKE EFFECTIVE USE OF SCARCE RADIO SPECTRUM.
