Terms of Clearance: The Agency should reevaluate the reporting and recordkeeping requirments of this regulation. Comments indicate that the burden estimate of 30 hours is a serious underestimation, and that the information collection is not the least burdensome method of achieving the policy goals. Specific provisions for reevaluation include: the policy which would triple the number of mandatory verifications if the school food authority fails to meet the initial requirment, mandating eligibility verifications withi three days from receipt, mandating daily edit checks to justify meal counts, requiring that eligibility determinations go back to the beginning of the current year. The Agency may address these comments in submitting the text of the final rule to OMB for approval under the Paperwork Reduction Act prior to its publication. When the information collections in the final rule are submitted for PRA review, the Agency shall place the OMB comment number (0584-0397) in item 20 on the SF83. OMB is not providing an approval number at this time.

Abstract: SECTIONS 4 AND 11 OF THE NATIONAL SCHOOL LUNCH ACT (NSLA) (P.L. 79-396 AS AMENDED AUTHORIZES FUNDING FOR THE NATIONAL SCHOOL LUNMCH PROGRAM (NSLP). THE REGULATIONS SUBMITTED WITH THIS PROPOSAL SET FORTH POLICIES FOR THE ADMINISTRATION OF THE NSLP BY STATE AGENCIES AND FOR ITS OPERATION BY LOCAL LEVEL ORGANIZATIONS. THESE PROPOSED REQUIREMEN WILL CREATE A UNIFIED FEDERAL AND STATE SYSTEM TO EFFECTIVELY MONITOR
