The revised
questionnaire submitted on January 24, 1991, is approved through
June 1991. IRS should not generalize, for policy making purposes,
from the responses received to the questionnaire. Due to the
self-selection of respondents and their employment in the state tax
agency, the study will not meet statistical standards for a
representative sample of South Carolina taxpayers. We will expect
any IRS reports or news releases on this study to clearly explain
the study's limitations.
