OMB approves this information collection request, as amended by ED's 2/20/91 memorandum to OMB. In addition, ED has agreed to meet th following conditions: o Eight months from the date of clearance, ED will brief OMB regardi the status of the follow-up sample of persisters and early leavers, prior to commencement of that data collection. ED will provide OMB with an opportunity to review and comment on the follow-up sampling plan, given the initial results of the first-phase data collection. o ED will include OMB in advisory group meetings regarding costs and learning gains in adult education programs. Specifically, OMB will participate in planning the site visits to collect detailed cost data, including review and comment for these case-by-case study plans, which will be developed in the 17th month of the evaluation. o ED will add clarifying language to all questions where respondents provide subjective answers to statements of fact about how often an event occurs, consistent with the language added for Item 10. o ED will revise Item 21, part b to allow respondents an affirmative check rather than a yes/no response. o ED will use the responses to the second part of Item 23 only in th development of hypotheses to be examined during collection of detailed cost data. ED will not report these responses in any manner that coul lead to changes in program policy, implementation, or resources.

THIS EVALUATION INCLUDES A MAIL SURVEY OF A SAMPLE OF 150 LOCAL PROGRA INTAKE AND UPDATE DATA ON 50,000 CLIENTS AT THESE PROGRAMS, AND TELEPHONE INTERVIEWS WITH 9000 OF THESE CLIENTS AFTER THEY LEAVE THEIR PROGRAMS. INFORMATION WILL BE COLLECTED ON PROGRAM SERVICES, CLIENT FLOW, AND CLIENT OUTCOMES.
