Abstract: SOURCES MUST NOTIFY EPA OF CONSTRUCTION, RECONSTRUCTION, AND MALFUNCTION, ANTICIPATED AND ACTUAL STARTUP, DATES AND RESULTS OF PERFORMANCE TESTS. RECORDS MUST BE MAINTAINED OF THE PERFORMANCE TEST RESTULS AND ALL STARTUPS, SHUTDOWNS, AND MALFUNCTIONS. OWNERS OR OPERATORS MUST INSTALL AND MAINTAIN A CMS TO MEASURE OPACITY, OR IF A WET SCRUBBER IS USED, MONITOR PRESSURE DROP AND FLOW RATE. SEMIANNUAL REPORTS OF EXCESS EMISSIONS OR MONITORING SYSTEM PERFORMANCE ARE REQUIRED.
