PL-83-181 AUTHORIZES THE SECRETARY TO
ALLOW MORTGAGEES TO SUBMIT CLAIM FOR INSURANCE BENEFITS WITHOUT
CONVEYING TITLE TO THE SECRETARY. EXISTING REGULATIONS ALLOW
MORTGAGEES AN OPTION OF CONVEYING TITLE IF MORTGAGEES ARE
SUCCESSFUL BIDDERS AT FORECLOSURE SALE.
