Pursuant to the
Paperwork Reduction Act, we have approved the Second Follow-up
Survey Instrument to the JTPA Evaluation Experiments. This approval
only applies to the second follow-up, and extends through January
31, 1992, when the Department expects this phase to be completed.
The clearance shall, as terms of this approval, be subject to the
following conditions: 1) Because the Department has been successful
in obtaining administrative records in place of survey data for
this study, it shall prepare a report which compares the quality,
availability, and substituability of administrative records with
that of survey data. The report shall discuss any difficulties
encountered in obtaining State adminstrative data. 2) The
Department shall present to OMB, in written form, any raw data and
analysis obtained from the First Follow-up Survey as soon as that
information becomes available.

JTPA MANDATES EVALUATION OF THE
EFFECTIVENESS OF JPTA PROGRAMS. DUE TO AMBIGUOUS RESULTS OF PRIOR
EVALUATIONS USDOL WILL CARRY OUT A CLASSICAL FIELD EXPERIMENT IN A
SAMPLE OF 20 LOCATIONS APPROVAL IS SOUGHT FOR INFORMATION
COLLECTIONS TO SUPPORT THIS EVALUATION.
