This ICR is approved for use by FERC through December, 1991. If FERC wants to extend the clearance past that date, then FERC must answer th following questions: 1) Order 497 stated that the reporting requirements would be imposed f a period of one year "because there is a possibility that market affiliate abuses may not be a serious long-term problem as transportation service becomes more competitive...if at the end of thi period, the Commission affirmatively finds a need to extend the reporting requirement it may do so." Since Order 487 was passed by th Commission, the pipeline business has become more competitive, and the percentage of gas being moved by pipeline affiliates has fallen while the percentage moved by marketers and distributers has risen. Given their decreasing share of business, why does the Commission believe th the affiliates are still receiving preferential treatment from the pipelines? 2) Based on what examination and factual conclusions of pipeline/ affiliate relationships did the Commission issue Order 497-B? What further examination has the Commission conducted that necessitates the further extension of these reporting requirements? 3) What progress has the Commission made in addressing the issues in Order 497-B which led to the extension of these reporting requirements (comments continued on attached sheet)
