OMB approves this information collection request, repeating the current term of clearance that IMS should ensure at least an 80% response rate to provide statistical reliability. IMS has addressed t second term of clearance, adding a set of questions regarding the GOS program's impact on museum capacity to meet IMS' statutory goals. o As IMS has not substantially addressed the third current term of clearance regarding the utility of data collected through this survey, IMS should also meet the following conditions: o OMB notes the limitations of this survey, which identifies the vie of respondents regarding GOS program impact, but does not identify the underlying reasons that lead to these views. As a result, the survey will allow IMS to determine only broad areas of opinion, and the data should not be used to make adjustments in the GOS program. Future research efforts will be needed to determine how IMS might reinforce positive aspects or modify problem areas in GOS. o IMS should match respondents to its "Invitation to Comment" with t four institutional strata outlined in this survey, to determine what classes of museum are under- or over-represented in that non-statistic exercise. In linking findings of the "Invitation to Comment" with thi survey, IMS should note the limitations of the self-selected group of museum commenters, and should not base program-wide policy on such dat o All future IMS surveys and evaluations will be statistically
