Terms of Clearance: This survey is approved with the interim revisions to the questionnair submitted on 4/11/91 and the final revisions submitted by letter dated 5/02/91. The Commerce Department should take steps to assure that all requests for review under the Paperwork Reduction Act include the final version of the questionnaire at the time of submission. Submissions without a complete and adequate questionnaire may be returned in the future.
