Abstract: SOME INDIVIDUALS THAT ARE NOT LICENSED AS BLUEFIN TUNA DEALERS HAVE BE IMPORTING GIANT BLUEFIN TUNA FROM CANADA AND MEXICO AND THEN EXPORTING THEM TO JAPAN, WHERE THE COUNTRY OF ORIGIN IS SEEN TO BE THE UNITED STATES. THIS ACTIVITY HAS RAISED SERIOUS INTERNATIONAL QUESTIONS ABOU U.S. ADHERENCE TO THE ICCAT QUOTA. REQUIRING PERMITS AND REPORTS OF THIS ACTIVITY WILL PERMIT A DOCUMENTED RESPONSE TO QUESTIONS RAISED IN
