November 1992 subject to the following conditions: BLS shall submit
by May 17, 1991: 1) a list of the questions for which answers are
currently captured in the model "Utah" State Operations Review
system and 2) background material on the Utah system. Also BLS
shall initiate discussions with OMB in May or June of 1991 on BLS'
pla for a generalized version of the Utah system. It is our
understanding that BLS plans to develop a computer program which
will permit BLS fie offices to maintain current descriptive
information about each State program. We also understand that BLS
will replace the current State Operrations Review with collections
designed to update individual item as changes are made, and
collections designed to maintain the quality the reporting
system.

THE ES-202 STATE OPERATIONS REVIEW IS
THE PRINCIPAL SOURCE OF INFORMATION ON STATE CONFORMANCE TO BLS
PROCEDURES IN THE COLLECTION A TABULATION OF THE QUARTERLY REPORT
ON EMPLOYMENT, WAGES, AND CONTRIBUTIONS. THE FORM IS USED BY BLS
REGIONAL STAFF IN THEIR BIENNIAL INTERVIEW WITH STATE
OFFICIALS.
