ED to administer the grants competition for FY 1991. As soon as
possible, ED should commence the process of developing regulations
to implement the Counselor Training Grants program. Selection
criteria specific to this program should govern future
competitions, rather than the criteria in EDGAR. Resubmission of
this application package should be consistent with regulatory
development.
