OMB approves this information collection request, as amended by ED's memoranda to OMB of 3/21/91, 4/8/91, 4/10/91, and 4/15/91. In addition, ED has agreed to the following terms: o OMB notes the limitations of this survey, as the majority of the data elements collect respondent perceptions of issues, rather than empirical data that can provide a true baseline from which to measure progress toward the safe, disciplined, and drug-free schools national goal. OMB urges ED to assess and implement appropriate mechanisms to validate measures that are based on respondent perception. o OMB further notes the limitations of a study that collects only nationally representative data, rather than data that can be analyzed at the district or school level. The effectiveness of a drug use program is likely to depend on commitment and enforcement at the local level. o ED should collect a sample of school district student use surveys an appropriate future date, as a tool in the development of future Federal surveys on this subject. Student use surveys are the subject District Q. 4.

TO ADDRESS THE PRESIDENT'S NATIONAL EDUCATION GOAL #6 - SAFE, DISCIPLINED, AND DRUG-FREE SCHOOL BY YEAR 2000, INFORMATION IS NEEDED SCHOOL DISCIPLINE PROBLEMS, AND THE NATURE AND EFFECTIVENESS OF CURREN POLICIES AND DRUG EDUCATION PROGRAMS. DATA FROM THE SURVEYS WILL BE USED TO ASSESS SCHOOLS' CURRENT STATUS, DETERMINE WAYS TO IMPROVE SCHO ENVIRONMENT AND MONITOR PROGRESS TOWARD ACHIEVING THE GOALS.
