Abstract: ALL PLANTS WOULD KEEP RECORDS DEMONSTRATING THAT EMISSION LIMITS ARE MET. ONE-TIME REPORTS WOULD BE REQUIRED TO IDENTIFY AFFECTED FACILITIE AND THE COMPLIANCE METHOD TO BE USED. QUARTERLY REPORTS OF THE COMPLIANCE STATUS OF AFFECTED FACILITIES ARE REQUIRED UNLESS NO EXCEEDANCES HAVE OCCURRED IN A QUARTER, IN WHICH CASE A SEMIANNUAL NEGATIVE DECLARATION STATEMENT IS REQUIRED. THESE REQUIREMENTS ENABLE ENFORCEMENT AGENCIES TO DETERMINE IF FACILITIES ARE ACHIEVING THE STDS
