The reduction in
burden hour cannot be approved by OMB because there is insufficient
information in the justification of this paperwork package
regarding why the number of responses dropped from 2,935,661 to
1,233,948. In its next submission, HUD shall provide a more
detailed explanation as to why responses have declined if HUD would
like a reduction in burden hours. In the next submission, HUD shall
discuss the available information and data on actual owner and PHA
preferences that is available under the current 24 CFR Part 214
regulations. If the data is available, HUD shall discuss the the
types of preference data that is available. For example, what is
the number of families utilizing the federal preferences that are
displace paying more than 50% family income for rent or who are
currently occupying substandard housing.
