OMB approves
this information collection request, as amended by ED's memoranda
to OMB of 5/6/91 and 5/21/91. In addition, we note the following
conditions: o Information collected from Qs. 6-8, on occupation,
grades worked with, and ethnicity, will not be statistically valid,
and should not b used as a basis to revise the COA Handbook absent
corraborating data. o Future surveys of this kind should collect
the information in Q. 4 both before and after respondents have read
the Handbook. In this way ED may more accurately determine how the
Handbook affected respondent views.
