Terms of Clearance: Approved as amended by ED's 6/12/91 memorandum to OMB. In addition, E has agreed to meet the following conditions: -- In the "Dear Candidate letter," ED should add after "conflict of interest" the words ", as determined based on the information provided to RSA by the candidate". This will provide candidates with informati on how RSA determiines a conflict. -- ED should add the burden statement to this form. -- ED should spell out the organizational names in Item 14 of the form -- Item 9, regarding race and ethnicity, must be made a voluntary item and this status should be indicated clearly on the form.

Abstract: APPLICATIONS FOR RSA DISCRETIONARY GRANT PROGRAMS ARE EVALUATED BY A PANEL OF INDEPENDENT EXPERTS IN A GIVEN FIELD. RSA FUNDING DECISIONS ARE BASED PRIMARILY ON PANEL EVALUATIONS. THE REVIEWER QUALIFICATIONS STATEMENT ASSISTS PROGRAM STAFF IN DETERMINING THAT INDIVIDUALS INTERESTED IN SERVING ON REVIEW PANELS POSSESS THE NECESSARY EXPERTISE
