Terms of Clearance: Approved as amended by ED's memoranda to OMB of 6/7/91 and 6/18/91. I addition, ED has agreed to mmet the following conditions: -- ED will revise Part II of the Application form (ED From 1049) as indicated in Q. 5 of OMB's 6/11/91 memorandum to ED. Q. 2 of Part II should ask for the four ethnic groups as listed in Section 312(b) of t statute, which may be broken out into subgroups. Q. 3.a. of Part II should ask old Q. 2, "Total Ethnic/Minority Enrollment," to meet the purposes of the fund reservation in Section 360(c) of the statute. Q. 3.b. should ask old Q. 3 only for those institutions requesting a waiv under Section 352 of the statute, grouping American Indians and Alaska Natives into a "Native American" category as listed in Section 352. E may instruct respondents not requesting a waiver to use Q. 3.b. as a worksheet to collect the total for Q. 3.a., but should note that these respondents are not required to provide disaggregated data. -- ED will delete the "Special Instructions" for BIA schools section o the Instructions, since this information can be obtained directly from BIA. -- ED will provide OMB with a revised Form 1049 as soon as possible,to verify the changes agreed to by ED and OMB.
