Abstract: IN THE AMTRAK REAUTHORIZATION AND IMPROVEMENT ACT OF 1990, CONGRESS MANDATED THAT FRA CONDUCT A SURVEY AND STUDY OF CLASS II AND CLASS III RAILROADS TO DETERMINE THEIR PRESENT AND FUTURE NEEDS FOR FEDERAL LOAN GUARANTEES PROVIDED FOR BY SECTION 511 OF THE RAILROAD REVITALIZATION AND REGULATORY REFORM ACT OF 1970.
