Abstract: THIS RULE GIVES REGULATORY EFFECT TO LEGISLATIVE PROVISIONS GOVERNING PREPAYMENT OF HUD-INSURED MORTGAGES. THESE PROVISIONS ARE INTENDED TO ENSURE THAT AFFORDABLE MULTIFAMILY HOUSING UNTS ARE PRESERVED TO THE MAXIMUM EXTENT PRACTICABLE FOR LOWER-INCOME FAMILIES WHILE FAIRLY COMPENSATING THE OWNERS OF THOSE UNITS AND PROVIDING HOMEOWNERSHIP OPPORTUNITIES FOR PROJECT RESIDENTS.
