The cognitive
research and development program for SIPP is approved until 9-30-93
with the following conditions. Census will make the results of the
first two feasibility tests available to OMB by July 1992. At that
time Census will also report on how the results of the SIPP item
nonresponse study will be used in the larger evaluation study, as
well as report on the status of incorporating CAPI into the
redesign of SIPP. Census will also provide OMB the plans for the
larger evaluation study prior to beginning the study.

THIS RESEARCH USES PRINCIPLES FROM THE
COGNITIVE SCIENCES TO REDUCE MEASUREMENT ERRORS IN THE SURVEY OF
INCOME AND PROGRAM PARTICIPATION REPORTS. IT WILL PRODUCE A CORE
QUESTIONNAIRE AND INTERVIEWING PROCEDURES FOR IMPLEMENTATION WITH
THE 1995 REDESIGN. ALL PERSONS 15 YEARS OLD AND OLDER IN SAMPLE
HOUSEHOLDS ARE INTERVIEWED.
