Terms of Clearance: Approved as amended by ED's memoranda to OMB of 7/8/91 and 7/15/91. I addition, ED has agreed to meet the following conditions: -- ED shall ensure that random selection of sites to be visited will achieve sufficient variation along socio-economic, geographic, industrial, and occupational characteristics. -- ED shall ensure that all changes discussed in its memoranda have be made on the survey instruments. The changes to new Qs. 37 and 39 were not made on the revised instrument sent to OMB. -- In the text preceding new Q. 33, ED shall correct the spelling of the word "were" in the sixth line.
