Terms of Clearance: OMB previously has approved the concept of this study and continues to support the home care quality studies. at this time, however, OMB disapproves this submission for the following reasons: 1) the "forms" as submitted by the Department do not include all surveyor guidance and do not clearly present interviewer skip patterns. This confusing presentation makes it difficult for OMB to evaluate the impact the final instrument will have on response validity, 2) some questions appear to be incomplete, e.g., question e.8, 3) some the questions seem redundant, e.g., questions a.24 and a.26, and questions c.10 and c.11, 4) questions regarding employee compensation and training such as health benefits and career ladders should provide additional prompts an detail, allowing for more meaningful differentiation between provider employment practices, 5) questions regarding employer hiring practices for immigrants should be added, and 6) the Department should reevaluate its policy of replacement sampling for home care and non-home care workers and should consider increasing its initial sample size to achieve adequate response rates. OMB will expeditiously review the department's next submission addressing the above concerns.
