Terms of Clearance: Approved as amended by ED's 8/29/91 memorandum to OMB. One-year approval is granted, in light of the McKinney Act Amendments of 1990 requirement that by December 1, 1992, the Secretary of Education shall determine accurate estimates of the number of homeless children and youth throughout the Nation. Prior to the announcement of the next grants competition in 1992, and prior to or upon resubmission of this clearance package for PRA review, ED shall provide OMB with a strategy from a Department policy official, indicating the steps that the Department will take to comply with the McKinney Act Amendments by December 1, 1992.

THE FUNDS APPLIED FOR ARE TO BE USED BY THE STATE TO ESTABLISH AN OFFICE O COORDINATOR OF EDUCATION OF HOMELESS CHILDREN AND YOUTH AND TO DEVELOP A STATE PLAN WHICH OFFERS THESE HOMELESS STUDENTS THE SAME EDUCATIONAL OPPORTUNITIES AS THOSE OFFERED REGULAR STUDENTS.
