possible, ED shall implement technical rulemaking to add the
appropriate OMB approval numbers to the end of the regulatory
provisions for which clearance is granted. -- Once final selection
criteria for these programs become effective, EDGAR selection
criteria will no longer be used to select grantees. -- ED shall
delete the instructions to Part III (Program Narrative) on pp.
25-27. ED shall use the "Application Narrative" instructions on p
19, which collect the necessary information with less respondent
burde -- Approved as amended by ED's 6/18/91 memorandum to
OMB.

THE REVISIONS TO 34 CFR 307 ARE BEING
PROPOSED TO CONFORM THE REGULATIONS TO STATUTORY CHANGES TO THE
PROGRAM RESULTING FROM THE PASSAGE OF PUB. L. 101-476. THE CHANGES
PROVIDE SELECTION CRITERIA NECESSARY FOR PREPARATION AND EVALUATION
OF APPLICATIONS SUBMITTED IN RESPONSE TO NEWLY AUTHORIZED PROGRAM
ACTIVITIES (FORMERLY UNDER AUTHORITY OF SEC. 624 OF EHA).
