Terms of Clearance: Approved as amended by ED's 7/18 memorandum to OMB. In addition, ED shall meet the following conditions: -- On p. 9, ED shall revise the text concerning congressional authorization and funding of the Javits program, noting that "the Department anticipates finding based on prior year appropriations," if the package is made available prior to the authorization of appropriations. -- ED shall clarify the language on p. 5 regarding the time after whic students may interrupt study, by adding "At any time" before "after th first year of study." -- In item 13(h) of the form, ED shall add the words "(if applicable)" after the "GPA" heading. -- ED will correct the spelling of "additional" in item 15 of the form Last, we note that the letter received by OMB from a Javits referee indicated that the Department had violated the Paperwork Reduction Act by revising the form without submitting it for PRA review. This revision resulted in a number of spelling mistakes, which reflects poorly on the Department and on the President's committment to education. ED's violation will be recorded in OMB's Annual Report to Congress about the PRA.
