The paperwork
requirements in this ICR are approved through August, 1994.
However, the Environmental Protection Agency (EPA) failed to
perform the valuation of the quality assurance emission test and
recordkeeping requirements as discussed in the previous terms of
clearance for this ICR. We continue to question the practical
utility of these requirements. Since EPA experience has not proved
the value of these requirements, we are not extneding the approval
to collect this information at this time. We removed 2,700 hours
for the amount requested based on our estimate of the burden
associated with these requirements.

MANUFACTURERS OF RESIDENTIAL WOOD
HEATERS AND LABORATORIES ACCREDITED BY EPA FOR CONDUCTING
CERTIFICATION TESTS OF REPRESENTATIVE WOOD HEATERS WOULD BE
REQUIRED TO MAKE SEVERAL ON-TIME AND PERIODIC REPORTS NECESSARY FOR
THE IMPLEMENTATION AND ENFORCEMENT OF THE RULE. ALSO, LABORATORIES,
MANUFACTURERS, AS WELL AS DISTRIBUTORS AND RETAILERS, ARE REQUIRED
TO RETAIN CERTAIN RECORDS.
