Terms of Clearance: This ICR is not approved. Section 1320.4 (c) of the Paperwork Reduction Act requires OMB to consider whether the burden of the collection of information is justified by its practical utility in order to determine whether the collection of information is necessa for the proper performance of the agency's functions. In this ICR, EPA does not adequately justify the practical utility of the requirements that pulp and paper mills keep records of the number of hectares in each application site and maps showing the boundaries of each application site. Such justification of practical utility is necessary since the proposed rule requires that mills meet a dioxin concentration standard but does not require mills to restrict sludge land application to meet a land area limit. In addition, in the final ICR, EPA should address any public comments suggesting changes that may reduce the reporting and recordkeeping burden on the public.
