In addition, E shall implement random assignment study techniques in the maximum numb of In-Depth Study sites possible, and shall provide appropriate caveat in reporting data and findings from sites where random assignment has not been implemented. Last, OMB does not approve the payment of $25 p interview to comparison group families; see attached memorandum for mo detail.
