Terms of Clearance: The survey is approved in concept only subject to the following conditions: 1) the sample size stated in part C.41.2 of the Request fo Proposal dated July 9, 1991, will be changed to 2,400 respondents, 2) the size of the subgroups given in C5.2.2 will be increased to at least 600 each, and 3) the contractor's plan for for conducting the survey will be submitted for OMB review prior to us and will include: a) the sampling plan, b) the revised questionnaire and letters to the respondent, and c) plans for measuring and controlling errors due to nonresponse. We have offered comments on the draft questionnaire to assist in development of the revised questionnaire. These comments are found on a continuation page.
